Request for Proposal (RFP) Cutoff May 1, 2023 @ 2:00 pm
The City of Midland Housing Authority (COMHA) will receive sealed bids, for the following: Roofing Repair/Replace Hillcrest Manor – RFP# 23-0320-1
Roofing Repair/Replace Langtry Village – RFP# 23-0320-2
EACH OF THE ABOVE IS A SEPARATE BID AND MUST BE SUBMITTED AS A COMPLETE PACKAGE IN A SEPARATED SEALED BID SUBMISSION. EACH BID PACKAGE WILL BE OPENED AND CONSIDERED INDEPENDENT OF OTHER SUBMISSIONS including all other work specified, until May 1, 2023 at 2:00 p.m. (CST) at the COMHA office, 700 W. Scharbauer Drive Midland, Texas 79705.
This Request for Proposal (RFP) contains submission requirements, scope of services and all other work specified. Specifications are on file and available for inspection at the COMHA office M-F 8:30 a.m.-5:00 p.m. Copies of the contract documents may be obtained upon request at (Tthompson@COMHA.Org), and, unless otherwise specified, will be emailed in a digital format and at no cost.
Certificate of Insurance confirming the minimum requirement specified is required. Payment Bonds and Performance Bonds are required for any project that exceeds $50,000 equal to 5% of the total bid submitted. The Bond may be a Surety Company Bond, a Certified Check, Bank Draft or US. Government Bonds. All must be payable to the Housing Authority of the City of Midland.
The Housing Authority cannot convey their tax-exempt status to contractors or subcontractors. The bidders shall include the applicable City, County, State and Federal taxes in their bid. Women, Minority-owned and Section 3 Contractors are encouraged to bid. Bidder is responsible for verifying the number of issued addendums before submitting their bid.

The Local Authority reserves the right to reject any or all bids to waive any informalities in the bidding. No bid shall be withdrawn for a period of ninety (90) days subsequent to the opening of bids without consent of the Local Housing Authority.
