For 30 years, Lisa Garcia has provided strategic leadership to expand and improve access to affordable housing. Lisa is a Vice President for the Housing Authority of the City of Austin, managing rental assistance programs that help over 6,000 households and 13,800 individuals. Under her leadership, she increased housing opportunities for over 5,000 families. Lisa is actively involved in NAHRO, served as the Chair of NAHRO’s National Housing Committee, and is the incoming President of Texas NAHRO. She holds an Executive Master in Public Leadership from the University of Texas at Austin.

Brooke Etie – 
Brooke has been the vice president of the Housing Choice Voucher program for DHA, Housing Solutions for North Texas since 2014. Her responsibilities include providing guidance to department directors for their implementation of departmental plans, programs and operations. In addition to her position with DHA, she concurrently served on the board of directors for Metro Dallas Homeless Alliance since 2016. She is a licensed clinical social worker who specializes in mental health.Prior to her role as the vice president of Housing Choice Voucher programs, Brooke succeeded as DHA’s policy analyst-trainer from 2009 to 2014. In this position, she monitored department policies and procedures and made recommendations for improving operations and processes for the agency and for individual departments. Brooke successfully assured that all activities followed DHA policies and applicable federal, state and local regulations.

DHA is the tenth largest public housing authority (PHA) in the nation. The agency provides affordable housing opportunities for over 55,700 people through public housing developments and the Housing Choice Voucher (HCV) program, which includes $22M contributed to the local economy each month.

In 2022, DHA received “High Performer” status from the U.S. Department of Housing and Urban Development (HUD) following an annual performance assessment of its Housing Choice Voucher program. This marks the eighth consecutive year that the agency has achieved a “High Performer” ranking for its Housing Choice Voucher program under Brooke’s leadership.

Brooke’s public housing experience extends beyond DHA. She was the occupancy technician and information center supervisor for the Houston Housing Authority from 2007 to 2009 before moving to Dallas. Throughout her career, Brooke has been committed to worthy causes. She served as a therapist at Millwood Hospital in Arlington, TX since 2010, has actively participated in the Dallas County Behavioral Health Housing Work Group since 2014 and is a member of the Children’s Hospital Physical Environments Working Group.

Brooke has a Bachelor of Arts degree in social work from Northwestern State University. She started her master’s of social work studies at the University of Houston and completed her master’s degree at the University of Texas at Arlington.

Antonio D. Williams – 
Antonio D. Williams is the Chief Executive Officer of Village Communities of Texarkana, Texas (VCTT). He has more than 25 years of experience in the affordable housing industry and 12 years in government contracting for the Department of Defense and in Fortune 500 companies. He also has a deep passion to help people in need of a “quality of life”.Antonio has participated in several national HUD focus groups in Washington D.C. to contribute to their re-engineering of the business systems and protocols and assessment systems. As a business owner and consultant, Antonio has provided technical services for Agencies and small businesses in most of the United States and the Caribbean.Antonio earned a Master of Science in Project Management from Keller Graduate School of Management in Atlanta, Georgia and his Bachelor of Science in Business Administration from the University of Arkansas in Pine Bluff, Arkansas.

Wayne Pollard – 
Wayne Pollard is the Director of the Tarrant County Housing Assistance Office. As a visionary and innovator, he has broadened and expanded the agency’s capacity and growth to over 3,500 Housing Choice Vouchers Program (Section 8).Mr. Pollard’s eighteen (18) years of professional housing and executive management experience has catapulted him into many regional and national leadership roles.He is very active with the National Association of Housing and Redevelopment Officials (NAHRO) at the National, Regional, and State levels. He serves as a long-term Board Member and the Vice-Chair of the Housing.In addition, Mr. Pollard is actively involved with the North Texas Housing Association (NTHA) as a Past President, and he currently serves on the Texas Housing Association Board representing NTHA.On several occasions, Mr. Pollard has been a presenter at state, regional, and national conferences.He is often called for consultation regarding Housing Choice Vouchers topics and requests to sit on panels and committees on a broad range and scope of housing topics.Mr. Pollard is known for his strong leadership skills to troubleshoot and solve problems. He believes vision, partnership, teamwork, communication, and self-evaluation are vital to the success of any organization.Mr. Pollard has earned a Bachelor of Arts Degree and a Master of Science Degree in Social Work. His hobbies include professional photography and sports officiating.
