As NAHRO reported through Direct News on June 29, HUD has released long-awaited guidance for PHAs wishing to apply for Emergency Capital Needs funding for safety and security measures intended to address "sudden increases in threat levels posed to the health and safety of PHA residents due to violent crimes or property related crimes at PHA sites." According to PIH Notice 2010-24, these awards will be limited to $250,000 per application.
In conversations with NAHRO staff, HUD officials have clarified that each PHA may submit only one application. Awards will be made on a first-come, first-served basis, and HUD will begin to accept applications at 12:01 a.m. EDT on Wednesday, July 28.
HUD has requested that PHA executive directors (or their designated deputies) send a preliminary email to HUD stating the PHA's intention to apply for these funds. The application itself should be submitted separately, but should be postmarked on the same day. The initial email will serve as the placeholder for the application with respect to the funding order.
PIH 2010-24 instructs PHAs to scan and email all application documents to Rick Smith, Deputy Director of HUD's Office of Capital Improvements, at PIHOCI@hud.gov. PHAs must also send all original, signed copies of application documents to Rick Smith, Deputy Director, Office of Capital Improvements, 451 7th Street SW, Room 4146, Washington, DC 20410.
